Belldandy's younger sister is a gifted mechanic who comes to Earth determined to bring Belldandy home. Jealous of the time her sister gives Keiichi, Skuld initially treats him as a problem to remove and even sabotages his motorcycle. Beneath the hostility is a younger sister afraid of being left behind, and the OVA gradually lets her see why Belldandy made this choice.

In the fourth episode, reality starts misbehaving around Keiichi and Belldandy. Bugs begin escaping through an exhaust port that opens when the two are too close, turning ordinary affection into a trigger for increasingly dangerous disturbances.

Skuld can catch individual bugs, but that does not solve the underlying leak. Urd and Skuld eventually trace the problem toward the sealed power connected to Keiichi and Belldandy's forgotten past.
How you can tell
The bugs are not random slapstick once episode four starts. Physical nonsense around the temple is the visible symptom of a heavenly system problem that has become attached to the couple.

Ultimate Magic Circle

Urd and Skuld's answer to Belldandy's recall is not an approved repair. They calculate and construct an Ultimate Magic Circle because the sealed energy feeding the system failure cannot be removed by their ordinary debugging work.

Using it without authorization is a serious violation, and both sisters know that before they activate it. They do it anyway because fixing the system has become inseparable from keeping Belldandy from being taken away.
What changed
The goddesses stop treating Heaven's rules as the solution and start deciding which rules are worth breaking. The circle resolves the immediate crisis, but Urd and Skuld still have to answer for using it.

Belldandy's Recall

Heaven responds to the spreading system failures by recalling Belldandy. The order gives her three days before she must return, even though the wish contract binding her to Keiichi is still in effect.

That contradiction is the point. The OVA has spent three episodes establishing divine rules as something almost automatic, and then shows that Heaven can still make an administrative decision that threatens the life those rules created. Belldandy initially softens the truth for Keiichi, but neither of them can avoid the deadline for long.
What changed
For the first time, the danger is not somebody interfering with the couple. It is the system that originally put them together deciding Belldandy has to leave.
