Tamiya's equally enthusiastic partner in the Nekomi motor club and another of Keiichi's upperclassmen. Otaki brings the same combination of mechanical obsession, loyalty and very loud advice. Together, the two seniors make sure Keiichi's human life remains chaotic even when the goddesses are behaving themselves.

Keiichi is building the motorcycle under absurd time pressure while Tamiya and Otaki turn the whole thing into club-level chaos. Skuld, still hoping Belldandy will leave Keiichi and return with her, interferes with the race instead of confronting what Belldandy actually wants.
Keiichi wins anyway, but the important result for Skuld is not the flag. She has to watch Belldandy trust him through the interference and accept that her sister's attachment is not something a broken machine can solve.
