Treize is the elegant commander at the center of OZ, a man who can discuss honor, roses and the beauty of combat while helping overturn the political order of the planet. He genuinely cares about the soldiers who fight under him and despises the move toward automated Mobile Dolls because, to Treize, removing human choice and sacrifice from war makes it even more meaningless. That philosophy does not make him a good man. It makes him a very Gundam Wing kind of antagonist, someone whose beliefs are sincere even when the consequences are terrible. His relationships with Lady Une, Zechs and Wufei reveal different sides of him: strategist, aristocrat, friend and warrior. By the final conflict, Treize is no longer simply trying to win. He is trying to force the age of war toward an ending he can accept.

Treize uses the New Edwards base to bait the Gundam pilots into attacking a gathering whose political consequences they do not fully understand. The strike clears the way for OZ to move against the Alliance and seize power from inside the system.
What changed
This is one of the most important early turns in the series because it proves the pilots are strong enough to change world politics without actually controlling what those changes mean. They damage the order oppressing the colonies, but OZ is better prepared to profit from the chaos than they are.
